October CSAP Updates

Update 1:

The Governor has finished acting on bills. Despite a state fiscal situation that required an even higher degree of frugality than typical, CSAP had several priority issues cross the finish line this year through the legislative process, now that the Governor has signed SB 820 (Stern) and SB 27 (Umberg)

SB 820: This bill allows for the emergency administration of antipsychotic medication to individuals found incompetent to stand trial for misdemeanors, without their prior informed consent, if necessary to address an emergency condition and administered in the least restrictive manner. It requires a court to determine, based on clear and convincing evidence, that the individual has a serious mental health disorder treatable with antipsychotics, that no less intrusive alternatives exist, and that the medication is in the individual's best interest, with reviews every 60 days.

    • Reduce the number of people entering hospital emergency departments due to behavioral health crises by half.
